I am a Professor of Public Administration at the University at Albany and a National Academy of Public Administration Fellow. I am also a Faculty Fellow at the Center for Technology in Government, a Research Affiliated at the Universidad de las Americas, Puebla and a member of the Mexican National Research System. My research is at the intersection of Public Administration, Information Systems and Systems Sciences.
